is an important step because:

The survey is impartial and non-judgmental.

The survey gathers information in a safe,
non-threatening way.

The survey report provides a way of collecting
hard data about a situation, so that a
solution can be developed without finger-pointing,
blame, shame, etc.

The survey process provides a useful measurement
baseline. In other words, if you run a survey
at the beginning of the process, and then
another as a checkup at a later date and
the numbers are better, you know your intervention
worked.
